In what has increasingly been the NYPD’s tactic of a huge show of force against protestors, this is about 2 dozen scooter cops forming a moving wall around a protest as it moved down Broadway and turned down 8th Street.
Now maybe this was the best solution to the problem of too many people in the street instead of the sidewalk, but I just know that having that many police officers (along with the Interceptor vehicles bringing up the rear) is certainly not a friendly gesture.
